Motorists are being advised to take public transport as two of Melbourne's biggest tunnels are set to close for maintenance work.
Congestion is expected to peak as the Domain tunnel closes at 10pm (AEDT) on Friday and will remain closed for three days until 5am on New Year's Eve.
The Burnley tunnel will also close, from 10pm on January 2 until 5am on January 7.
And the inbound lanes of the West Gate Bridge will be closed overnight on December 27 and 28.
Transport Minister Terry Mulder has advised motorists to catch public transport to avoid congestion.
"The Domain and Burnley tunnel closures will definitely have an impact on the way people travel and move around," Mr Mulder told reporters on Friday.
"Please look at public transport options; trams, trains and buses."
Deputy Opposition Leader James Merlino said motorists can expect significant delays due to the tunnel closures.
"For Denis Napthine to come out and say catch a train is pretty rich, given he has no interest in our public transport system," he said.
