Work on a $45 million revamp at Melbourne's Shrine of Remembrance has begun, despite the Victorian government saying it still needs the commonwealth to help fund it.
The project, set to include new courtyard areas, a lecture theatre and bigger exhibition spaces, is due to be finished by the ANZAC centenary in April 2015.
Veterans Affairs Minister Hugh Delahunty says he met his federal counterpart Warren Snowdon on Monday to discuss securing $22.5 million in commonwealth funding to match the commitment in last year's state budget.
"He assures me that they will do what they can to assist in this project," Mr Delahunty told reporters at the sod-turning on Tuesday.
The federal government has repeatedly said it is still considering the project.
Mr Snowdon's office has been contacted for comment.
Victorian Major Projects Minister David Hodgett said the project was of great cultural significance, and was optimistic the federal government would get on board.
"We're seeking the Commonwealth to come to the party, and we're confident that will occur," he told reporters.
More than 10,000 cubic metres of soil around the memorial will be excavated to make way for the upgrades.
