Two cars were driving at "extraordinary speeds" before they crashed on a Victorian freeway, killing two people and critically injuring another.


The cars were speeding when one clipped the other, both ran off the road and one burst into flames at Dromana on Monday afternoon.


Superintendent Neville Taylor said investigators at the scene on the Mornington Peninsula Freeway did not know if the two cars were racing or known to each other, but witnesses said they were driving at extraordinary speeds.


It is the second fatal crash on Victoria's roads on Monday after a motorcyclist died in a morning peak-hour accident on the Monash Freeway.


The 60-year-old Clayton man clipped the rear of a car and lost control of his bike before falling into the path of an oncoming truck.


"It is believed the rider may have been following too closely to the car in front which caused him to crash when the car stopped," Senior Constable Tim Fletcher said.


"The driver was an innocent party in the wrong place at the wrong time.


"He is shaken and distraught but has been very compliant."


The Monash Freeway was closed inbound for four hours in the third freeway closure within a week in Melbourne due to emergency incidents.
