A sense of urgency has driven the Victoria Racing Club to enter discussions with the TAB about a collaborative effort to ensure that Melbourne Cup fields are full from 2015.
The scratching of two horses - Cavalryman and Sea Moon - from the initial 24 horse field sparked renewed calls for authorities to rectify a situation in which emergencies are not able to be named for the nation's most famous horse race, because not all TABs around the country have computer systems capable of handling more than 24 runners.

An industry source estimated that improving the system would cost approximately $3 million.
