Terror suspect Numan Haider may not have been acting alone when he stabbed two counter-terrorism officers, Victoria's police chief says.

Mr Haider, 18, was shot dead outside the Endeavour Hills police station on Tuesday night after he attacked the two officers.

Chief Commissioner Ken Lay said police now believe the teenager had "face-to-face" conversations with several other people shortly before the attack.
