A homeless man will be extradited to Victoria over the rape and murder of a woman in a Melbourne park.

Scott Allen Miller briefly appeared in Batemans Bay Local Court on the New South Wales south coast this morning.

Victorian detectives successfully applied for the 42-year-old's extradition to face questioning and possible charges over the rape and murder of a Chinese hospitality worker.

The 32-year-old woman's body was found in a garden at the Kings Domain, south of the Yarra River on Saturday.

She is yet to be formally identified.

Police revealed they had surveillance footage showing the woman being approached by a man near the Victoria Police Memorial on St Kilda Road and then being chased into the gardens.

Miller was handcuffed when he appeared in court and dressed in a green tracksuit with his blond hair tied back in a small bun.

He appeared alert and answered two questions from the local magistrate politely.

The Victorian detectives will now drive Miller back to Melbourne, where he is expected to face Melbourne Magistrates court tomorrow.

NSW police said before Miller appeared in court, he was arrested after being spotted by an off-duty officer near Eden.

Detective Inspector Kevin McNeill said the officer was swimming when he noticed Miller.

"Upon returning to the shore they've seen the wanted person camping in a small cove area," he said.

"They've then gone about their duties for the day and then the officer's come to work in the afternoon and seen the picture of the wanted person and went back to the location where he saw him and found out his details and arrested him and taken him back to Eden police station."
