LORD Mayor Robert Doyle has called for serial pests to be banned from the CBD as two punk rockers were caught on camera harassing shoppers.
Dramatic footage captured by the Herald Sun shows the punk pair going on a rampage near the State Library in Swanston St.
First, they were seen accosting a cyclist, before starting a fight with a man and his girlfriend at a nearby cafe.

After viewing the footage, Mr Doyle said police should consider banning the louts if they weren’t going to charge them with any offence.
“Banning characters like this from the city has worked in the past,” Mr Doyle said.
“If a complaint has been made and verified, police have that power and that is something the police should think about.
“These are not the sort of people we want in the city. It’s not nice to see ordinary citizens facing that sort of harassment. I hope the police follow this up.”
The duo, clad in black with skulls and chains on their studded, leather jackets, can be seen trying to bait passers-by by abusing and sticking fingers up at them on the afternoon of May 20.
Bahung Nguyen, manager of Chocolateria San Churro - who stopped the pests from attacking people outside his cafe - said: “They looked pretty nasty. Everything was quiet then all of a sudden we heard all this noise. I just tried to break it up.”
A man who works at the Hype DC shoe shop opposite, who asked not to be named, said: “Those punk guys sit outside the library all the time. They are old-fashioned punks. I don’t think they understand the Romper Stomper style isn’t cool anymore.
“Their demeanour in general is always pretty aggressive, they hassle people. They are pretty abusive ... It’s not great for the area.”
Victoria Police spokeswoman Melissa Seach said police were called to a report of an assault.
“Police interviewed a 20-year-old Richmond man and a 30-year-old Forest Hill man, however, the victims have told police they do not want any further police action,” Sen-Constable Seach said.
