The bottom half of the woman's body was found by a Bayview On The Park Hotel cleaner in the ground-floor car park at about 5am on Thursday, reports the Age.
The woman's upper body was then discovered on the first-floor car park.
“When I saw it I just couldn't say anything," said Mathew D'Rozario, a manager of the Queens Rd hotel.
"I am still shaking and most of the staff are shaken up.
“I have never seen anything like that ... When you see this picture you just think 'Oh my god'.”
Mr D'Rozario said the woman appeared to be aged between 25 and 30 years and was of "Asian appearance".
Police were called to the hotel at around 6:30am and cordoned off the area to investigate.
A Victoria Police spokesperson said there appeared to be no suspicious circumstances surrounding the woman's death.
It is believed the body was broken apart during a fall.
