The husband of murdered Melbourne woman Jill Meagher is considering leaving the city, but efforts are underway to ensure his wife is never forgotten.

Moreland City Council Mayor Oscar Yildiz leaves for Ms Meagher's Irish hometown on Friday as a tribute to the woman, who was killed last year in an inner-city laneway.

"I was deeply touched it's happened in my town, my city," he said.

"It's my way of sharing their grief and saying, 'We're sorry about what's happened."'

Cr Yildiz will visit Drogheda, north of Dublin, where Ms Meagher grew up before moving to Australia, and he hopes to bring something back for a planned memorial.

"We'd like to create a memorial for Jill and recognise that she didn't die in vain and she's left a legacy, definitely, for my city," he said.

Jill Meagher was abducted and killed in September.

Jill Meagher's rape and murder has been ranked among Victoria's worst.

Ms Meagher's death triggered widespread community outrage, especially when it was revealed her killer, now serving a life sentence, was a serial rapist on parole at the time of the murder.

Her husband Tom Meagher has since led a high-profile campaign demanding answers from the parole board, which is now under review.

He went public this week with emails he sent to the board that went unanswered, and accused authorities of cowardice and disrespect in the wake of his wife's terrible killing.

Cr Yildiz said he spoke to Mr Meagher about his upcoming trip and was saddened to hear that he was considering returning to Ireland.

"I don't wish what Tom's going through on anybody, he's such a strong guy. He's a wonderful guy," he said.

A stone memorial honouring Ms Meagher was removed by the local council from the remote roadside where her body was found in Gisborne South.

Cr Yildiz said the location of a permanent memorial in Brunswick, where the couple had lived, had not been decided on yet.
